Governor signs operating and capital budgets; vetoes $412 million

Governor Sean Parnell released the state operating and capital budgets today, June 29 – just two days shy of the new fiscal year.

As promised, he trimmed the capital budget from more than $3.2 billion to $2.8 billion – a cut of $412 million.

He reduced Juneau projects by nearly $7 million ($6,880,000) – nearly nine percent of the roughly $77 million ($76,931,614) requested by the Juneau legislative delegation. What’s left is a healthy $70,051,614.

He reduced in half funding for the University of Alaska Southeast hall dormitory addition from $4 million to $2 million and the UAS deferred maintenance request from $1,620,500 to $810,500.

He zeroed out the following House Districts 3 and 4 projects:

 

Mendenhall Valley Street Dust Control – $2 million

Juneau Airport Snow Removal Equipment Facility – $1 million

Centennial Hall Roof Replacement & Emergency Improvements – $1 million

Southeast Regional Resource Center Heating System Replacement – $70,000

In total, the operating and capital budgets add up $11.4 billion. Of that amount, $6.9 billion is in state general funds.

Some of the big-ticket budget items that survived the governor’s veto pen include $200 million for an in-state gas pipeline, $400 million for the power coast equalization endowment fund, and $60 million to help build a new state ferry.

I was pleased that he only reduced weatherization and energy rebates by $25 million ($12.5 million from each) – thus allowing $64 million for weatherization and $37.5 million for energy rebates. He also allowed full funding, $36.6 million, for the next round of renewable energy fund projects.
